The Oxford Dictionary defines 'speech' as "the expression of or the ability to express thoughts and feelings by articulate sounds" or "a formal address or discourse delivered to an audience."
'Talk' is defined by the Oxford Dictionary as to "speak in order to give information or feelings; converse or communicate by spoken words."

The difference between the two falls in the words 'articulate' and 'formal'. While both speech and talk entail the basic concept of communication, a speech has an expectation of formality, preparation and delivery to it that exceeds the expectations of a talk. I believe that it is a common feeling that while a talk can carry weight, a speech has more importance/significance to it.
